Prof. Dr. Emel Parlar Dal
Emel Parlar Dal is a Professor of International Relations at Marmara University, Istanbul.She earned her B.A. in International Relations from Galatasaray University, followed by an M.A. in Business Administration from Paris 1 Panthéon-Sorbonne University and a second M.A. in European Studies from Paris 3 Sorbonne-Nouvelle University, where she also received her Ph.D. in International Relations.
Prof. Parlar Dal has been a visiting scholar at the Graduate Institute of International and Development Studies in Geneva and at St. Antony’s College, University of Oxford.
She is currently the coordinator of “Global EU in a Multiplex World of Polycrisis” (MULTIPLEX-EU), a Jean Monnet Centre of Excellence funded by the European Commission under the Erasmus+ programme (Grant Agreement No. 101230493) and coordinated by Marmara University in Istanbul, Türkiye.
She also leads the Jean Monnet Chair project (2023–2026) titled “Rethinking the EU and the Contested Global Order in a Geopolitical Age” (Grant Agreement No. 101127916).
Her research interests include international institutions, global governance, rising, middle and regional powers, North–South relations/cooperation, EU foreign policy, Turkish foreign policy, and Turkey–Middle East relations. She has authored numerous articles in SSCI-indexed journals and has edited several international books and book chapters on these topics.

Project Assistants

Nobuhide Mert Matsumoto
Nobuhide Mert Matsumoto received his B.A. degree in Journalism from the Faculty of Communication at Marmara University and completed a double major in the Department of Political Science and International Relations at the same university.
He obtained his M.A. degree in International Relations from the Institute of Social Sciences at Marmara University, where he is currently pursuing his Ph.D. in International Relations.
He has been involved in the organization of various international exchange programs and is currently engaged in several international research projects.
His research interests include strategy and war studies, defense policies, international security, digital politics, maritime strategy, and the dynamics of rising power–great power relations. He regularly participates in academic conferences and publishes articles in these fields.

Gülsiye Akın
Gülsiye Akın completed her undergraduate studies in Economics at Trakya University. She then received her M.A. degree in Globalization and International Relations from Tekirdağ Namık Kemal University. She is currently pursuing her Ph.D. in International Political Economy at Marmara University.
Her research interests include public diplomacy, political economy, globalization, and rising powers. In addition to her academic work, she also serves as a mediator under the Ministry of Justice.
